Diagnosis, Prescription, Treatment, Cure: Understanding and Addressing South Carolina’s Affordable Housing Crisis The patient is not well. Across South Carolina, and the nation, the symptoms of a deepening housing crisis have been appearing with increasing frequency—rising rents, stagnant wages, shrinking supply, and growing displacement. This opening plenary convenes a panel of experts to examine the condition of affordable housing from every angle: diagnosis, prescription, treatment, and, we hope, cure. Coming Soon
Resilience Planning for Flood Risks, Voluntary Housing Buyout Programs, and the Need for Post-Buyout Affordable Housing This session will cover the SC Office of Resilience's (SCOR) planning for and identification of flood risks. It will demonstrate some of the data and modeling incorporated into its publicly available Resilience Atlas. It will also cover the benefit of voluntary buyout programs as a tool to eliminate risks at a particular location in perpetuity. The session will also detail the type of housing buyout programs SCOR currently deploys and other funding sources available for buyout programs. The session will also demonstrate the need for affordable housing for persons who participate in voluntary buyout programs. Rethinking Post-Disaster Housing Recovery South Carolina frequently faces hurricanes, flooding, wildfires, and high winds that significantly disrupt housing availability and quality. Hurricane Helene alone affected more than 250,000 homes. In response, a network of public and private partners works to strengthen recovery planning and accelerate housing solutions for displaced residents. Drawing on lessons from South Carolina and other states, these efforts focus on resilience, forecasting survivor needs, and developing effective post-disaster housing strategies.The South Carolina Housing Recovery Support Function has convened a working group to plan deployment of housing structures following future disasters. The group is developing adaptable solutions spanning temporary to permanent housing to meet diverse statewide needs.This session will feature panelists from SCEMD, SC Housing, SCOR, Clemson University, AIA, and IBHS. Participants will discuss current initiatives and invite audience input on local challenges and proposed housing recovery options. Utilizing a Post-Disaster Common Housing Operating Picture (CHOP) and South Carolina's Helene Housing Recovery The session will cover the benefit of and how to develop a Common Housing Operating Picture (CHOP) in an effort to better coordinate post-disaster housing recovery and identify available resources who bring recovery capacity to citizens with unmet housing needs. The session will explain how South Carolina is deploying available state and federal housing recovery dollars. Session will also cover the improved technical specifications SC Office of Resilience (SCOR) is implementing in its housing projects. It will also address the importance of sequencing and integrating the capacity of Long Term Recovery Groups (LTRGs), Volunteer Organizations Active in Disasters (VOADs), and Non-Profits to serve citizens with unmet housing needs. Connecting Housing and Health through South Carolina’s SHIP Neighborhood and community development play a powerful role in shaping the social and physical environments where people live, work, and connect. These environments directly affect the health, safety, and overall quality of life for South Carolinians. The 2025-2030 South Carolina State Health Improvement Plan (SHIP) includes Neighborhood and Community Development as one of its nine priority areas.
